Who needs a Portland emissions test
Oregon's Vehicle Inspection Program requires passing tests for gas, alternative fuel and hybrid vehicles from 1975 onward that are registered within Portland's testing boundaries, as well as light diesels weighing up to 8,500 lb. Registration of your car determines its boundary, so check the DEQ boundary lookup and review the testing boundaries page if you are close to an edge. The test does not apply to vehicles in their newest four model years. You can find statewide rules on the Oregon emissions test page.
Portland emissions test cost and test options
| Option | Where | Fee |
|---|---|---|
| Clean Air Station | 6 DEQ stations | $25, only after a pass |
| DEQ Too | More than 200 businesses | $25, and the provider may add a charge |
The DEQ fees page shows accepted payment methods: money order, cash, debit or credit card. Separate fees apply for registration. A car must be 4 model years old or older for DEQ Too; the test methods page lists the remaining conditions. According to the DEQ new to Oregon FAQ, cars from 1996 onward get an OBD test, while older cars get a tailpipe test.

Portland emissions test failed
If the check engine light is on, most cars will not pass, though DEQ provides free re-tests. Clean Air Partners Program eligibility may apply to low-income Portland-area drivers whose 1996 or newer car failed the OBD test and requires minor repairs. Learn what to do after a fail.
