Who needs a Baltimore emissions test

The Maryland MVA shows Baltimore City and Baltimore County as separate entries, and it says registered vehicles in those areas must get VEIP inspections. Your car is part of the program if it is registered in the city.

  • You get an email from the MVA 8 weeks before the test is due. When no email address is on record, the notice is mailed about 6 to 8 weeks ahead.
  • After a newer vehicle is titled and registered in Maryland, its first test comes 6 years later.
  • If you miss the deadline, your registration renewal may be blocked.

Our Maryland emissions test page covers rules for the whole state. The full city-by-city emissions test list is also available.

Learn the test details and what happens when your Baltimore car does not pass

According to the VEIP program details, vehicles weighing up to 8,500 lbs with a model year of 1996 or newer receive an on-board diagnostics (OBD) test. During model years 1977 to 2007, vehicles weighing 8,501 through 14,000 lbs get an idle exhaust test. They also receive a catalytic converter check, along with a gas cap leak test.

After a failed test, you have 120 days to repair your car and return for a re-inspection. Any VEIP station offers a free first retest. Retesting continues until the car passes or you receive a repair waiver. To qualify for the waiver, you must spend at least $450 on emissions-related repairs. Read our guides about the emissions waiver and steps following a failed test.
